Fuyang is a famous cultural city with a long history. It is home to many celebrities, such as Guan Zhong (723—645 BC) and Bao Shuya (?—644 BC)—two famous politicians in ancient China, Ji Kang (AD 223—262), a famous litterateur, Lu Meng (AD 178—219), a famous general and Liu Futong (1321—1365), a famous leader of peasants revolution during the Yuan Dynasty.

In addition, of the “eight great literary masters of the Tang and Song dynasties in the history of Chinese literature, three were appointed as governor of Fuyang by the court, i.e., Ouyang (1007—1072), Su Shi (1037—1101) and Zeng Gong (1019—1083). They left behind many poems and articles to sing about Fuyang. As a result, Fuyang teems with many scenic and historical interest sites, such as the Wenfeng Pagoda, Kuixin Pavillion, and Temple of Guan Zhong and Bao Shuya in Yingshang County. West Lake of Yingzhou was once on par with that in Hangzhou, and Xiaozhang village and Nanhu Park of Balihe town, Yingshang county, were named the Top 500 in the World by the United Nations Environment Programme (UNEP) in succession.
