On March 3, the delegation from Anhui province put forward a bill and sixteen proposals on economic restructuring and ecological construction.

The issue of quality has always been taken seriously in China. Considering that a weak foundation has always been a huge potential threat to people's safety, the delegation from Anhui proposes the formulation of a Quality and Safety Law. They wish to promote the development of quality regulations through legislation.

In recent years, the development of the new energy vehicle industry has been an integral part of Anhui's efforts in promoting equipment manufacturing transformation, energy-saving and emission reductions. The development is gaining momentum but there still exist certain technical problems about batteries and how they are charged. According to Anhui's proposal, the central government's subsidies for new energy vehicles should remain the same level until 2010. It also suggests that core technology research be conducted to achieve better quality with lower costs and that relevant departments should draw up guidance for building charging equipment.

The delegation from Anhui proposes an open and convenient entry-and-exit administrative system for Southern Anhui's cultural and tourism demonstration zone. Under this blueprint, duty-free shopping spots would be set up in the area, especially near Huangshan Mountain, Jiuhua Mountain and Tianzhu Mountain to pilot tax rebate policies.

As for ecological development, the main measure proposed by the delegation is to build an ecological economic zone around the Huaihe River. Making the development of this economic zone part of the national development plan will help to promote cooperation among Henan, Anhui and Jiangsu province and the area’s opening up.

The issue of air pollution is also covered in the proposals. The Anhui delegation suggests a nationwide system for air pollution control to effectively tackle the problem.

At present, Anhui province is collaborating with the HRC (the Huaihe River Commission of the Ministry of Water Resources) and the Henan government in drawing up proposals for the Yangtze-to-Huaihe Water Diversion project. According to Anhui delegation's proposals, the project should be part of the 12th Five-Year Plan and the national funding scheme for major water conservancy projects. As the "South-to-North Water Diversion in Anhui", it is hoped this project will start in 2015.
